Born in Pennsylvania in 1815, a Presidential elector in 1848, and Governor of Pennsylvania from 1861 to 1865. He was one of the war governors who supported the National Government, and furnished 25,000 men known as the Pennsylvania Reserve. He was appointed Minister to Russia in 1869 and was elected to Congress by the Democratic party, serving from 1881 to 1887.
