A Venezuelan biographer and historian; born about 1822; drowned 1873. He wrote a valuable "Life of the Liberator Simon Bolivar" (2 vols., 1863), collected a large amount of manuscript material on the history of America, and was on his way to Europe to arrange for the publication of several of his works when he was drowned in the wreck of the steamship City of Havre.
