Was born in Vermont in 1842. He served in the Civil War, was a member of the Arkansas Republican State Committee, a U. S. Senator from 1873 to 1879, and in 1880 Secretary of the Republican National Committee. He was connected with the "Star route" frauds exposed in 1881.
